Christine Robinson is the founder of Threat Shield Consulting and has been a certified Behavioural Threat Assessment and Management Specialist since 2015. In 2025, she retired from the Peel Regional Police after a distinguished 30-year career of exemplary service and was awarded the Police Exemplary Service Medal in recognition of her contributions to public safety and law enforcement.

Throughout her policing career, Christine held a wide range of operational and investigative roles, including assignments in Uniform Patrol, Criminal Investigations Bureau, Youth Crime, Intelligence Services, the Special Victims Unit, Offender Management, Internal Affairs, and the Threat Assessment Unit. Her diverse experience provided her with extensive expertise in the investigation, assessment, and management of violent crime and high-risk individuals. In 2019, Christine was recognized as a finalist for the Ontario Women in Law Enforcement (OWLE) Excellence in Performance Award, highlighting her commitment to professional excellence and community safety.

As a Behavioural Threat Assessment and Management Specialist, Christine has collaborated extensively with criminal justice and public safety partners, government agencies, healthcare networks, school boards, post-secondary institutions, community wellness and social service organizations, and private-sector clients. She has delivered specialized training, consultation, and case support focused on identifying, assessing, and mitigating risks to public safety. Her work includes providing professional opinions on risk and developing evidence-based management strategies for cases involving targeted violence, targeted violence, threatening communications, sexual violence, intimate partner violence, stalking, and other complex threat-related concerns.

Christine is widely respected for her practical approach to threat assessment and risk management. She has been qualified as an expert witness in both criminal and civil proceedings, providing specialized testimony on behavioural threat assessment and violence risk issues. She is also a long-standing member and current Director-at-Large of the Canadian Association of Threat Assessment Professionals (CATAP), where she continues to contribute to the advancement of professional standards, education, and best practices within the threat assessment community.

Workplace Violence Assessment, Prevention and Management

Christine’s expertise in Behavioural Threat Assessment and Management (BTAM) can enable organizations to move beyond reactive responses to concerns for workplace violence by identifying troubling behaviours early, conducting objective risk assessments, and implementing practical, multidisciplinary intervention strategies that are tenable and proportionate. Drawing on decades of investigative experience and specialized training in targeted violence prevention, Christine can aid clients in developing tailored solutions that protect employees, support informed decision-making, and foster safer workplaces through evidence-based risk management.

  • Early identification of risk: BTAM focuses on recognizing behaviours and circumstances that may indicate an increasing risk of violence before an incident occurs. The BTAM process facilitates the assessment of behavioural patterns and situational indicators such as grievances, fixation, escalation, and warning behaviours that may warrant intervention.

  • Structured, objective assessments: The BTAM process employs the use of structured professional judgment tools and concepts that support a systematic evaluation of concerning situations, instead of relying on intuition or fear. This approach can help organizations make defensible decisions based on evidence and context.

  • Support and Mitigation: The goal of BTAM is not to predict who will become violent but to identify opportunities for intervention and risk reduction. The BTAM approach emphasizes early support for persons of concern and the mitigation of future risk.

  • Multidisciplinary collaboration: Effective workplace violence prevention and management strategies and procedures often require coordination between human resources, security, employee wellness and leadership teams. Christine’s experience working with stakeholders across these disciplines enables her to assist organizations in the development of comprehensive and coordinated programs and procedures.
